「国民をいかに幸せにするか」というが、その国民の範囲が不明だ。
そもそも、移民が来て幸せかどうかという質問を受けた事がない。移民で利益があるものと不利益を被ったものが、同じ感想になるわけがない。ひとつの「国民の幸せ」に束ねられる話ではない。
国の法を重んじている人、日本を乱さない人ならば、来ても構わない。

"How to make the people happy" — but the scope of "the people" is left undefined.
For that matter, I have never once been asked whether immigration makes me happy. Those who have gained from immigration and those who have lost by it cannot possibly arrive at the same view. This is not something that can be bundled into a single "happiness of the people."
Anyone who respects the country's laws and does not disrupt Japan is welcome to come.

«Cómo hacer feliz al pueblo», se dice; pero el alcance de ese «pueblo» queda sin definir.
De hecho, a mí nunca me han preguntado si la llegada de inmigrantes me hace feliz. Quienes se han beneficiado de la inmigración y quienes han salido perjudicados no pueden llegar a la misma opinión. No es algo que pueda agruparse en una única «felicidad del pueblo».
Quien respete las leyes del país y no altere Japón puede venir.
